California firearms and ammunition law—reflecting the Ninth Circuit’s July 2025 ruling:
Please note: This legal status is evolving. The California Department of Justice—or the state itself—may file for rehearing, an emergency stay, or appeal. Until then, the injunction remains in effect.
Notice: At present, California law does not require background checks or state-issued permits for ammunition purchases. Direct sales to consumers—including online orders and shipping to residential addresses—are permitted throughout California. Alternatively, you still retain the option to have your ammunition shipped to a licensed Federal Firearms Dealer for transfer, though dealer handling fees may vary. Contact your dealer beforehand to discuss their rates.
What has changed?
-
As of July 24, 2025, the Ninth Circuit Court of Appeals upheld a permanent injunction against California’s ammunition background‑check and in‑state vendor requirement under Proposition 63. That means background checks on each ammo purchase are no longer enforceable.
-
The court's decision also restored the ability for California residents to purchase ammunition online or from out-of-state vendors, and have it delivered directly to their home—something that had been prohibited under previous law.
Why this matters: Prior to the ruling, California mandated in-person transactions and background checks at licensed vendors for every ammunition purchase—including online and out-of-state transactions. Now those requirements are on hold and not being enforced.
Notice: Due to local regulations, we are unable to ship directly to residential addresses located within the City of Los Angeles. If you live within city limits, your order must be sent to a licensed FFL dealer for pickup. Shipping to addresses in other areas of Los Angeles County is allowed.
